Poking around found the two missing things keeping me from having a temp site to organize WordPress version of St. A's site. Ed gave me some hints and after a few hours of poking around
1) Change Front Page to a static. Make dynamic page in our case news the place true blog entries are posted. This is found under "Settings >> Reading >> Front Page Displays"
2) Secondly found a template that is already in the free online version of Wordpress that adds menu bar navigation/fly overs for sub nav / child pages + handles 3rd level drill down as well. Their is no simple swap out for the main graphic to add a touch of St. A's branding easily -- but this a temp location to play around with navigation, text and trying out widgets. Before we install WP on the main server - which might take down the current live site unintentionally because of PHP 4 to PHP 5 issues.

the logo-for-text identity swapout might just be a quick HTML customization to the template wherein you just point the CMS to an image file. i know that trick works on other CMSs and it should also work with WP.
