Spoke with a very knowledgeable person at the Oakland Business Assistance Center
Recommended that I speak with Zoning/Permitting @ 510-238-3911 in regards to the signage. There is a one page application.
Also said depending on temporary signage i.e. banners on site we may need or be helpful to talk to Marketing @ 510-238-2136
